A Kugan Case Part II

PRESS STATEMENT BY

I refer to the the 2nd post mortem report by the Universiti Malaya Medical Centre pathologist, Dr Prashant N Samberkar, on the late A Kugan. It has been reported that the deceased died of acute renal failure as a result of “blunt trauma to the muscles”. It has been alleged, and logically so, that A Kugan died after being severely beaten during 6 days of interrogation by several policemen in the police lock –up during police custody.

Pursuant to the pathology report by UMMC, I am happy to note that both the IGP and Deputy IGP have announced that they will take the necessary actions after receiving instructions from the Attorney General. I am also happy that the deputy IGP in his interview said that the police will not side or cover up to protect any of the policemen involved in the alleged beatings.

I urge the relevant authorities to take action on the following:-
i. I wish to question the results of the first post mortem report. Under what circumstances and what kind of investigation was carried out that led to the findings and report by the 1st pathologist which totally differed from the 2nd report. If it were found that the pathologist reported falsely to help certain individuals, then I urge an investigation be carried out on this issue and if found guilty, appropriate action to be taken.

ii. The police must form an Ad-Hoc Committee to investigate thoroughly the situation of the beatings. What circumstances led to the beatings, where was it done, why was it so easy for the interrogators to beat the deceased over the several days he was in the Subang Taipan police station lock-up.

iii. The police must also investigate the 11 policemen allegedly involved and take appropriate action, including disciplinary and under the relevant provisions of penal code.

Whilst we appreciate the serious nature and heavy duties and responsibilities of the police force, these few errant policemen must not be allowed to continue in their wrong ways. Because of the actions of these few errant cops also, the initial investigations on the alleged criminal involvement of A Kugan with the stealing of luxury cars have been derailed.

We must not allow these few bad apples to spoil the trust and confidence enjoyed by the police force. On this, I am happy that the IGP and Deputy IGP have promised that investigations will be thorough and fair without any cover-ups. This is important to maintain the police force’s role as the guardian of safety and security for the Rakyat and nation. Let us not allow the few irresponsible policemen to spoil the image and reputation police force.

I suggest the top brass have a massive clean up operations on bribery issues amongst the force.

When we have many who are like this at lower ranking levels, whatever the top brass has to say or do will not help in the public's eyes.
